Port of Benton - Vintner's Village II (2017-642)
$1.2 million
This project was approved by the Board of Commissioners on September 19, 2017, and will use RCCF monies to construct a new single-level, 8,600 square foot facility (to be known as Vintner's Village II) on property that it owns in Prosser, divided into three separate bays of approximately 2,500 square feet each, plus additional office space for the purpose of leasing the bays to private sector operators and promotion of the local wine industry. 

The project will include all site preparations, construction of the new building, and connections to all utilities, with the intention of mirroring the successful nearby predecessor development - Vintner's Village.

City of Richland - Queensgate Drive Improvement (2017-738)
$1.8 million
This project was approved by the Board of Commissioners on October 31, 2017, and will use RCCF monies to facilitate business and commercial growth in the Queensgate area through added traffic capacity, increased property access, and improved safety. The project includes all design, engineering, environmental review, permitting, rights-of-way, acquisitions, and construction associated with the project. At full build-out, the project is expected to result in up to 2,100 permanent retail/commercial jobs in the area. The construction will include:

  1. A new westbound right-turn lane from Keene Road onto Queensgate Drive;
  2. Two new travel lanes the length of Queensgate Drive between the Keene Road intersection and the new roundabout, which will be installed at the I-182 eastbound exist/entrance ramps;
  3. New bicycle lanes and sidewalks along each side of Queensgate Drive between the Keene Road intersection and the new roundabout, which will be installed at the I-182 eastbound exist/entrance ramps;
  4. A new 12-foot-wide, separated bicycle/pedestrian "shared use" path along Queensgate Drive, connecting the existing Keene Road path and the existing I-182 path;
  5. A new segment of Columbia Park Trail between Queensgate Drive and Jericho Court; and
  6. A reconfigured intersection (Queensgate Drive and Columbia Park Trail) that will include installation of a new, two-lane roundabout.

City of West Richland - Van Giesen Corridor Water System Upgrades (2018-365)
$1 million
This project will use RCCF monies to improve and substantially upgrade the water system servicing the Van Giesen Corridor as follows:

  1. Drill a new groundwater well (to be designated Well #11) in the Wanapum aquifer, including construction of a concrete masonry block well building, installation of telemetry equipment, installation of chlorination equipment, installation of a well pump and motor, and installation of approximately 12,000 linear feet of 12-inch water main pipe from the new well to Ruppert Rd;
  2. Construct a new 1-million gallon reservoir, located at an elevation higher than the existing reservoir it will replace;
  3. install approximately 1,100 linear feet of 16-inch water main pipe from the new reservoir it will replace;
  4. Make adjustments to existing pressure reducing valves, make modifications to Well #1, install a motor to lift water to the new reservoir, install new telemetry equipment, make access road improvements, and install new site security systems, all in order to combine existing water pressure zones #1 and #2 into a single water pressure zone.


Benton County - Amon Road Improvements (2018-724)
$132,400

This project will use RCCF monies to improve Amon Road in unincorporated Benton County, south of Kennewick, and facilitate commercial development along the road.
