NOTICE IS GIVEN that the following ordinance amendment will be considered by the Benton County Planning Commission at a public hearing on Tuesday, September 15, 2015, at 7 p.m., Public Hearing Room, Planning Annex, 1002 Dudley Avenue, Prosser, an ORDINANCE AMENDMENT to BCC CHAPTER 11.16A a zoning amendment to prohibit the production of marijuana in the Rural Lands Five Acre District; amending Ordinance 488, Section 4 and BCC 11.16A.030 by adding wording to allowable uses excepting out marijuana production as an allowable agricultural use.

NOTICE IS HEREBY GIVEN pursuant to RCW 36.70A.290 that the Board of County Commissioners of Benton County Washington did adopt on July 21, 2015, the following 2015 Comprehensive Plan Amendments: Resolution #2015-516 – CPA 2014-001 by the City of Kennewick to amend its Urban Growth Area (UGA) by adding 7 acres into the UGA and by removing 240 acres from the UGA and to amend the Benton County Comprehensive Plan Land Use Maps 4.0 and 4.6, and Figures 4-5 and 4-12. Resolution #2015-517 - CPA 2015-001 by Andy Divers to change the Land Use Designation from Rural Lands 5 to Heavy Industrial and to amend Land Use Maps 4.0 and 4.6 on a parcel off of Lechelt Road, Resolution #2015-518 - CPA 2015-002 to change the Land Use Designation from Interchange Commercial to Rural Lands 5 and to amend Land Use Maps 4.0 and 4.5 on a portion of a parcel off of Wiser Loop Road, Resolution #2015-519 - CPA 2015-003 adopting the Benton County Shorelines Master Program as a Sub Area Plan and amending text within Chapter Four Land Use Element, Resolution #2015-520 - CPA 2015-004 amending text within Chapter 9 Capital Facilities Element and updating Tables 9.0 and 9.1 referencing Capital Facilities Projects, Resolution #2015-521 - CAP 2015-005 amending text in Chapter 10 Utilities Element to include references to the Benton County Solid Waste Management and Moderate Risk Waste Plan.

This system will consist of anodes placed in a 380-foot long by 5- to 6-foot deep trench, low voltage buried direct current (DC) cables (electric cables), a fuel gas tap valve, a regulation enclosure, a 2-inch buried fuel line, and a skid-mounted micro-turbine building. The skid will be 14 feet, 6 inches long by 8 feet wide, and the building will be 12 feet long by 8 feet wide by 8 feet high. Approximately 20 cast iron anodes (3-inch by 60-inch) will be laid horizontally in the 380-foot long anode bed trench. The trench will be partially backfilled with coke breeze slurry, a metallurgical backfill, to cover the anodes.
A trench 738 feet long by 2 feet wide by 12 to 24 inches deep will be excavated for the low voltage electrical. Approximately 109 CV of material will be excavated, stockpiled, and used as backfill for the trench. Topsoil and spoils will be segregated as described above. The CPS anodes will be placed in a 380-foot long by 5- to 6-foot deep trench located in a new 20400t wide by 475-foot long (0.22-acre) ROW. A total of approximately 1,689 cubic yards (CV) of material will be excavated from the trench (380 feet long by 6 feet deep by 20 feet wide).
The project is located in the West Half of the Southwest Quarter of the Northwest Quarter in Section 16, Township 5 North, Range 5 East, W.M.
